What to build

On P02 a planner triages a draft: accepted/rejected/pending counters, status chips per assignment, a/r keyboard shortcuts, a reject dialog with reason codes, hatched gaps for unfilled crew-days, ★ on refills and a Recalculate button.

Acceptance criteria

Accept/reject via chips and a/r keys call the triage API and update counters
Reject dialog requires a reason code; gaps render hatched; refills render ★
Recalculate shows task progress and switches to the child version
Slice with-triage.ts tested with vitest; nl/en parity
