What to build

When a technician reports a failure, a job is cancelled or marked urgent, a shift is cancelled, or a planner requests one, the system produces a validated event draft for the affected window within the freeze rules of docs/05 — S10, S11.

Acceptance criteria

Event-mode engine test: assignments inside the freeze window are untouched, the rest re-solved
Each trigger enqueues a solve_event task with the right scope; a draft_ready notification follows
Event drafts appear as a new version branched from the active published version
Timing target O4 measured on the medium fixture
