What to build

A planner triggers Re-optimise on a scope (dates, crews) and gets a new draft that respects existing locks and the scope boundaries.

Acceptance criteria

  • Manual-mode engine test: out-of-scope crew-days are unchanged
  • /reoptimise validates the scope and enqueues the run; result is a child version
  • Locks are honoured; docs/05 manual-mode section updated
