What to build

A planner presses Confirm & publish on P02, sees the findings, acknowledges warnings and publishes; can discard a draft; and reviews all solver runs on P04 with status, timing and findings.

Acceptance criteria

Publish dialog lists errors (blocking) and warnings (acknowledgeable) rendered from codes + params
Successful publish reloads the active version; 409 shows findings inline
P04 lists runs with status, duration and finding counts
Slice with-publish.ts tested; nl/en parity
